Over 2600 Vehicles Fined in Odisha for HSRP Violations

 In the last 11 days (01.02.23-11.02.23), the State Transport Authority of Odisha (STA) has issued challans against 2674 vehicles that do not have high-security registration plates (HSRP) and color-coded stickers, in accordance with the Supreme Court of India's directives. The Central Government amended Rule 50 of CMVR and issued Notifications/Statutory Orders from the Ministry of Road Transport and Highways (MoRTH), making affixation of HSRP mandatory for all classes of old vehicles registered before 01.04.19 since 01.06.22.

Over 2600 Vehicles Fined in Odisha for HSRP Violations

Challans are being issued based on the last date given for various series of vehicles. The deadline for affixing HSRP on old vehicles registered before 01.04.19 with an Odisha Registration Mark and Registration Number ending with 1, 2, 3, 4, 5, and 6 was 31.12.22. The deadline for vehicles with registration numbers ending with 7 and 8 was 31.01.23, and for vehicles with registration numbers ending with 9 and 0, the last date for affixing HSRP is 28.02.23.


In January, transport department officials warned violators of stern action for violating the Motor Vehicle Act, and officials are now conducting drives across the state to take action against violators.


In a press note, L.M. Sethi, Addl. Commissioner Transport, Enforcement informed, “As on 13.02.23, a total of 38,49,498 vehicle owners have booked slots, out of which HSRP has been affixed in 31,65,850 vehicles. In case the vehicle is not affixed with HSRP within the scheduled date, an e-challan shall be issued against the offending vehicle and attract a fine of Rs. 5000/- or Rs.10, 000/- under Section 192 of M.V. Act, 1988 as the case may be.”


“Amongst the challans issued so far, the majority of the vehicles are two-wheelers. A penalty of Rs. 5000 has been imposed on the violators. In the future, stricter actions will be taken against the violators,” Sethi said.


Urging vehicle owners to get the HSRP affixed to their vehicles without delay, Shri Sethi said, “The vehicle owners who do not have access to the internet or do not have knowledge of technology can apply for HSRP through nearby Mo Seva Kendra or HSRP facilitation centers at RTO as per their convenience.”

Authorized vendors of OEMs have set up temporary HSRP fitting centers in 88 locations across the state, including important government and private establishments where the dealer network of all OEMs is not available. These centers are providing HSRP fitting services for vehicles registered prior to 01.04.19.


Locally manufactured trailers and vehicles registered prior to 01.04.19 whose manufacturers have closed down their businesses can also get their HSRP fitted at the RTO office from where the vehicle was purchased. Vehicle owners need to produce the RC book for HSRP booking.


In the case of damaged HSRP, vehicle owners can refer to the Standard Operating Procedure available online for issuing a duplicate or damaged HSRP. All automobile manufacturers and authorized HSRP vendors have been notified about this.
